Stadium Regulations
Behaviors in the stadium
The stadium regulations are intended to promote an environment in which visitors feel safe and are treated appropriately before, during, and after an event. No one should be harmed, endangered, or - more than avoidably given the circumstances - hindered or disturbed.
- This stadium regulation applies to the enclosed assembly areas and facilities of the Stadion An der Alten Försterei and extends in the west from the enclosure to the street An der Wuhlheide to the enclosure of the training area An der Alten Försterei in the east (behind the residential buildings on Hämmerlingstr.) as well as from the northern enclosure to the forest in Wuhlheide down to the southern enclosure at the Wuhle. The stadium regulation is applicable on the respective event days for all events taking place at the Stadion An der Alten Försterei or on the adjacent facilities. It also applies to areas (parking lots) used outside the named zones, as long as these are not regulated by their own regulations.
- There is no claim of the public to access or use the assembly areas and facilities of the stadium.
- The regulations of this stadium order apply unless otherwise agreed by contract. The contracts concluded in individual cases regarding the use of the stadium are governed by civil law.
- The Stadion An der Alten Försterei along with its ancillary facilities is equipped with extensive surveillance equipment (video cameras) for the safety of the spectators. Video recordings may be stored for a reasonable period and, if necessary, used for evidence preservation. Every visitor agrees irrevocably and for any audiovisual media to the free exploitation of image and/or sound recordings of their person – in particular for live broadcasts, transmissions and/or recordings – that are created in connection with an event.
- Only persons who have a valid ticket or another authorization document with them, or who can prove their right to stay for an event in another way, are allowed to be in the assembly areas and facilities of the Stadion An der Alten Försterei.
- Persons who cannot prove their right to stay, or who pose a security risk, are to be refused entry and prevented from entering the Stadion An der Alten Försterei.
- The security service is authorized to examine persons – also using technical means – to determine whether they pose a security risk due to excessive alcohol or drug consumption, or because they are carrying weapons or dangerous items as defined in § 6 or flammable materials. The examination extends to clothing and also to other carried containers. Visitors who refuse to undergo an examination or who are obviously under the influence of alcohol or drugs, or who carry weapons or dangerous items as defined in § 6 and do not agree to their confiscation by the security service, are also to be refused entry and prevented from entering the stadium.
- With regard to persons within the enclosed areas, who are suspected of committing criminal offenses due to their behavior or other indications or findings, or who have a local or nationwide stadium ban for sporting events, or who are under the influence of alcohol or drugs, or who carry weapons or dangerous items as defined in § 6, the control and security service is authorized to conduct inspections of clothing and containers to clarify the facts and to check their identity by reviewing their identification documents.
- Sectors 2 to 4 in the Stadion An der Alten Försterei are home areas. To prevent dangers, to avoid conflicts (e.g. confrontations) and provocations (e.g. through gestures or statements), it is prohibited to be there in the colors or symbols of an away team, as well as to express statements contrary to the home fans.
The sector 5 is an exclusive away fan area. It is prohibited to be in this area as a fan of the home team.
Visitors who violate these prohibitions can be expelled from the sectors and the stadium complex by the security service. There is no entitlement for expelled visitors to a refund of the entrance fee. - Visitors must take the seat indicated on the ticket for the respective event. Only the designated paths and entrances may be used to reach it. Access to non-public areas is prohibited.
- Please note that within the stadium, due to choreographies, flags, banners or similar, there may temporarily be restrictions on visibility while taking other visitors into consideration. Any obstruction of view does not entitle a visitor to occupy another seat or to a (partial) refund of the entrance fee.
- General public access to the stadium on event-free days is not permitted. The exception is the areas for business operations (office of 1. FC Union Berlin e.V., Union-Zeughaus) during the specified opening hours.
- Children up to the age of 14 may only enter when accompanied by an adult. For children up to the age of seven, the standing areas are unsuitable, and their use is not recommended. Parents or guardians of the children bear responsibility in the case of using these areas against the recommendation. The current version of the Youth Protection Act applies at the time of entry. Deviating, separate regulations, e.g. for events or stadium tours, will be communicated prior to the respective event or indicated in the currently valid general terms and conditions.
- Visitors who require the accompaniment of assistance persons may only enter with an accompanying person who has reached the age of at least 16.
- Visitors in wheelchairs may only stay in the specifically designated areas.
- Visitors must comply with the instructions of the police, fire department, security service, emergency services, and the stadium announcer.
- The right of all individuals to non-discrimination, regardless of gender identity or sexual orientation, ethnicity, religion, worldview, age, disability, or people with disabilities, is acknowledged by the visitors. Individual decisions made by the organizer due to increased security relevance remain unaffected.
- All entrances and exits as well as emergency routes must remain clear.
- During an ongoing event, standing in the seating area is prohibited.
- The bringing of bags, backpacks, and other luggage carriers into the stadium is not permitted, except for the following:
- Waist bags
- Bags and handbags with a maximum size of A4 (21 x 29.7 cm)
Visitors to the area are prohibited from bringing the following items:
- Weapons of any kind;
- Items that can be used as weapons (e.g., umbrellas) or projectiles that can injure persons or damage property;
- Objects or clothing suitable as protective weapons that could be used under the given circumstances to repel law enforcement measures;
- Items that are designed to prevent the identification of individuals;
- Gas spray cans and pressure containers for flammable or health-damaging gases (commercially available pocket lighters are exempt), flammable liquids, corrosive or coloring substances;
- Bottles (including PET bottles), cups, jugs, or cans made from breakable, shattering, or particularly hard materials; the bringing of non-alcoholic beverages in “Tetra Pak” or in containers specifically designed for small children (up to max. 1 liter) is allowed;
- Bulky items (e.g., ladders, stools, chairs, boxes, suitcases, tripods for recording equipment, strollers, buggies, etc.);
- Fireworks, rockets, flares, smoke powder, smoke bombs, flares, and other pyrotechnical objects;
- Flag or banner poles longer than 2 meters or with a diameter greater than 3 cm (except for large flags upon registration) as well as large banners and signs without registration, larger quantities of paper or rolls of paper (wallpaper);
- Electrical or mechanically operated noise instruments and amplifiers, unless permission from the organizer is obtained;
- Drugs or alcoholic beverages of any kind;
- Animals (with special permission in exceptional cases, e.g., guide dogs);
- Laser pointers;
- Video cameras or any audio and video recording devices, cameras that can be used for commercial purposes (except with appropriate consent from the organizer);
- Any racist, xenophobic, anti-Semitic, extremist, glorifying violence, or discriminatory propaganda material; this also applies to clothing that features writings or symbols with racist, xenophobic, anti-Semitic, extremist, glorifying violence, or discriminatory content and aggressive forms of political agitation or propaganda;
- Any political information material, unless permission from the organizer is obtained;
- Clothing whose manufacture, distribution, or target group document a far-right reference according to generally accepted views;
- Items that are intended to spread or promote religious beliefs.
It is also prohibited for visitors to:
- Spread violent, discriminatory, racist, xenophobic, or radical propaganda materials and slogans, especially through far-right materials, far-right slogans, or to express a far-right or discriminatory attitude through gestures;
- Commit sexualized violence, reduce others to gender and sexual attractiveness, physically approach other visitors unwantedly, or touch them without consent;
- Offer, sell, or in any way pass on weapons, prohibited items, things, and objects or clothing to other persons within the scope of the stadium regulations or to accept them from others in any way;
- Climb or exceed structures and facilities not intended for general use, especially facades, fences, walls, enclosures of the playing field, barriers, lighting systems, camera platforms, trees, any planted areas, masts of all kinds, and roofs and their tension and support devices;
- Climb seats or improperly apply mechanical force to them;
- Enter areas that are not permitted for visitors (e.g., the playing field, the interior, the functional rooms);
- Throw objects of any kind;
- Make fire, burn or shoot fireworks, rockets, flares, smoke powder, smoke bombs, flares, and other pyrotechnical objects;
- Sell goods and tickets, distribute printed materials, and conduct collections without the required business permit and without permission from "An der Alten Försterei" Stadionbetriebs AG;
- Inscribe, paint, or sticker building structures, facilities, trees, or pathways, scratch, etch, or otherwise damage them;
- Use banners, flags, signs, and posters in a way that obstructs the view of other visitors or to cover up unauthorized actions;
- Relieve oneself outside of the toilets or to pollute the stadium in any way, especially by throwing away items (waste, packaging, empty containers, etc.);
- Stay with bulky aids for movement (e.g., wheelchair, walker, etc.) outside of the designated areas for extended periods;
- Set up, attach, or store items;
- Enter the Stadion An der Alten Försterei in an appearance that may prevent identification;
- Commercially exploit audio and visual recordings made on the premises without permission (audio and visual recordings made on match days are only allowed for private purposes; recordings of match scenes are not permitted);
- Spend the night in the stadium.
It is prohibited to block traffic areas, pathways, and especially emergency routes. Sales stands must be set up in designated sales areas with prior permission from "An der Alten Försterei" Stadionbetriebs AG. Green spaces must be kept clear.
To protect public order, it is prohibited to gather with other persons within the enclosed areas of the Stadion An der Alten Försterei. A gathering is present when several persons show a collective intention to disturb public order through their actions.
- Entering and using the stadium is at your own risk.
- The "An der Alten Försterei Stadionbetriebs" AG or the respective organizer is not liable for personal and material damages caused by third parties.
- The stadium operating company or the respective organizer are liable according to legal provisions if damages to life, body, or health were caused through intent or gross negligence by their legal representatives or vicarious agents.
- Liability under the Product Liability Act is not limited.
- Accidents or damages must be reported immediately to the stadium operating company or the respective organizer.
- By purchasing a ticket or any other access authorization, visitors acknowledge the stadium regulations of the "An der Alten Försterei" Stadium Operating AG as binding.
- There is no entitlement to a refund of the entrance fee for rejected or expelled visitors if they acted deliberately or negligently against the stadium regulations. Additionally, persons who are obviously under the influence of alcohol or drugs have no claim to a refund.
- For individuals who deliberately or negligently violate the stadium regulations during an event, a local or nationwide stadium ban may be imposed in accordance with the principle of proportionality.
- Visitors who commit a criminal offense or an administrative violation within the stadium premises may be reported to the authorities and charges may be filed.
- If the stadium operating company or the organizer is held liable for damages and/or fines from third parties due to the misconduct of visitors, these claims will be asserted through recourse.
- Items brought in prohibited will be confiscated if they are needed for a criminal investigation. Furthermore, the visitor who carries prohibited items has the option to either leave the stadium with those items or to forfeit ownership of them and hand them over to security and order services for destruction. In the latter case, there is no claim for their return.
- The rights of the "An der Alten Försterei" Stadium Operating AG as the holder of house rights remain unaffected.
- The stadium regulations come into effect on 15.08.2024.
- The stadium regulations can be changed by the operator at any time and without stating reasons. Each new edition (version) of these stadium regulations automatically replaces any older edition and thereby nullifies it.
