The 1. FC Union Berlin e.V. is a registered non-profit organization determined by its members. The promotion and support of sports along with all tasks directly and indirectly related to this purpose is defined as its objective. The association is politically and religiously neutral. It is committed to democratic and humanistic fundamental values in its actions. Concepts such as open-mindedness, tolerance, respect, and solidarity represent the fundamental attitude of the association and its members.
In the philosophy of the association, proximity to fans and open communicative exchange with supporters play an important role, as does the preservation of standing places and a reference to its traditions. In particular, the location in Berlin-Köpenick with the Stadion An der Alten Försterei is a cornerstone of the club's identity. The commitment to "pure football" is an essential part of the club culture and is embodied on both the club and member side.

Goal definition
The guarantee of safety in organizing events at the Stadion An der Alten Försterei by 1. FC Union Berlin e.V. is a sustainable objective, which serves the implementation of specific and organizational processes according to the DFB regulations "Certification of Safety Management in Professional Football" (as of 28.09.2018). The processes are to be documented and systematically further developed in accordance with internal and external requirements. They serve as the basis to ensure the collaboration of all parties and departments responsible for safety and organization before, during, and after events at the Stadion An der Alten Försterei. Furthermore, based on a safety concept, an analysis of possible attack and damage scenarios is to be established, with the aim of ensuring a binding level of protection for all participants and protectable assets at all times.
In order to manage special situations, security concepts must be supplemented and adjusted. It is important to avoid disproportionate risks as part of a situational analysis. Based on the experiences from the special situation of the Covid-19 pandemic, there is a particular responsibility to prioritize the protection of the health of all individuals involved in events.
One of the priorities of 1. FC Union Berlin e.V. is to conduct football matches and other events with the participation of spectators. In special situations, considering the developments and the legal circumstances, the premise of active solution orientation regarding spectator involvement should be at the forefront.
Football matches with fanatical behavior pose special challenges to all those responsible for safety in the Stadion. For this reason, the club aims to secure the event space Stadion primarily through its own security personnel or those commissioned by it. Support from police forces accompanying events within the Stadion should be limited to complex situations that deviate from the norm (e.g., riots). The orientation of the security and order service should be service-oriented and de-escalating, have a preventive effect, and, through its connection to the club as the organizer, lead to positive communication with the visitors.
Principles of the security policy of 1. FC Union Berlin e.V.
- The main responsibility for ensuring safety and for safety-oriented actions lies with the Presidium of 1. FC Union Berlin e.V.
- The Presidium of 1. FC Union Berlin e.V. as well as the management of the associated companies serve as a role model for proactive and safety-compliant actions.
- All employees of 1. FC Union Berlin e.V. and its associated companies are obliged to act proactively and in accordance with safety regulations and to contribute to the avoidance of safety risks through their behavior.
- All relevant laws, regulations, and guidelines are complied with.
- Safety processes are regularly checked and adjusted as well as practiced or trained.
- 1. FC Union Berlin e.V. provides infrastructural, material, financial, personnel, and organizational resources (e.g. completely needs-oriented equipped command rooms for event management and the safety officer, as well as an efficient office organization in everyday life) for the proper performance of tasks at football events and other events.
- Training and continuous education for all subordinate safety officers is ensured.
- Collaboration with service providers, suppliers, and subcontractors is carried out in accordance with the contents of the safety policy.
- Cooperation with responsible authorities is ensured.
- The responsibility for safety and the understanding of safety-oriented action should be promoted through targeted and systematic training measures.
- All employees of 1. FC Union Berlin e.V. and its affiliated companies are required to actively contribute to achieving prevention and safety goals by implementing security-related measures responsibly.
- Promotion of safety awareness among employees.
- Structured planning, action and leadership ensure that agreed safety standards are maintained and further developed.
- The necessary resources for establishing and maintaining a safety management system and for implementing the resulting measures are provided.
- All security regulations and requirements relevant to 1. FC Union Berlin e.V. are consistently implemented.
- The safety level of service providers and suppliers is an important criterion in their selection.
